Frances Shanklin Carter, 97 of Burlington formerly of Mebane died Thursday, March 19, 2020 at the Hospice Home of Burlington. A native of Orange County, she was the wife of Hubert M. Carter who died in 1993 and the daughter of the late Murdock S. & Lula Miles Shanklin. She graduated with honors as the class salutatorian from Efland High School in 1941. She was co-owner of Carter Insurance in Mebane for 20 years. She was active in the organization of the Buckhorn Grange. She was a member of Chestnut Ridge United Methodist Church since 1951. In retirement she was a volunteer at Oak Creek Retirement Center helping with meals and fun times.
She is survived by her son, Don Edward Carter and wife Sharon of Brooksville, FL; brother, David M. Shanklin of Mebane; 2 grandchildren and 4 great grandchildren; she is also survived by step sons, Oliver Westbrook and wife Debbie of Raleigh, Lynn Westbrook and partner Steve Chason of Raleigh; step-daughter, Sandy W. Davis and husband Joe of Burlington; step-brother, Richard Westbrook of Mebane; step-sisters, Peggy Scott of Mebane and Kathy W. Poteat of Mebane; 4 step-grandchildren and 7 step great grandchildren. She was married a second time to Aaron Westbrook, Jr. but did not change her last name.
A Graveside service to celebrate her life will be held 3:00 PM Monday at Chestnut Ridge United Methodist Church Cemetery by Pastor Julia Alliger. Memorials may be made to the Memorial Association of Chestnut Ridge United Methodist Church, 3505 Chestnut Ridge Church Road, Efland, NC 27243.
